The first part of this verse is a continuation of the previous verse, though its connection is hidden by translation.
Proper nouns do normally not take articles but they are needed when the noun ending cannot be changed to show its role in the sentence. However, we saw this same oddity with "the Israel" in the previous verse (Luke 4:25), so Jesus seems to be adding emphasis. However, the Greek article is very close to "this" so the purpose here may be demonstrative. See this article.
